Dual Language Program Planning and Equity

 Summary

To best meet the needs of all students, there are a number of equity issues to consider as educators plan for DLI programs.  These issues can be classified into four major categories:

1) administrative,

2) programmatic,

3) school characteristics, and

4) students and families.

While each of these categories will be considered, the first two will receive greater emphasis in this paper since other papers in this Forum will cover, to some extent, equity issues associated with school characteristics and students and families.
